Statement: California Senate approves bill to hasten clean energy adoption

SACRAMENTO, Calif.—The California State Senate passed legislation (SB 1020) with a 30:8 vote Thursday to hasten the adoption of clean electricity. If approved by the California Assembly and signed by the Governor, this would be a big step in moving California along the path to 100% renewable energy by 2045, as required by SB 100, a law which was passed in 2018.

SB 1020 would add interim targets to require renewable energy and zero-carbon resources to supply 90% of all retail electricity sales by 2035 and 95% by 2040. These targets are consistent with planning that is happening at the CPUC and other state agencies. 

The bill would also require all state agencies to rely on 100% renewable energy and zero-carbon resources to serve their own facilities by 2030.

SB 1020 would also establish a Climate and Equity Trust fund to address rapidly rising electricity rates that threaten the affordability of basic service and undermine the economics of beneficial building and transportation electrification.

Environment California State Director Laura Deehan issued the following statement:

“With today’s Senate vote, California is one step closer to 100% renewable energy.

This bill sets important benchmarks to build new renewable energy now, ensure state agencies lead by example by getting to 100% clean energy by 2030 all while protecting ratepayers. Thanks Sen. Laird, ProTem Atkins and all those who supported this step. There is more work to be done and we are eager to work with stakeholders and the legislature to get this done.”
