Virginia’s Litter Tax is in need of improvement. The Litter Tax is underfunded and has not been updated to address the influx of single use plastic products commonly littered across the Commonwealth and the increased costs associated with managing this waste.

Studying the Litter Tax is critical in determining how shifting financial responsibility onto producers and retailers can incentive sustainable materials, improve recycling and prevent litter in Virginia.

HJ 35 from Delegate Krizek directs the Department of Taxation, in conjunction with the Department of Environmental Quality, to study tax policy options for reforming the Litter Tax.
