Maryland lawmakers pass bill to cut red tape for rooftop solar

Automated permitting of residential solar & storage systems promises to speed clean energy adoption

On Tuesday, April 8th, Maryland lawmakers approved SB783, legislation that promises to make solar installation more accessible and affordable for consumers.

Among other pro-solar policies, the legislation, championed by Sen. Elfreth and Del. Fraser-Hidalgo, requires cities and towns to adopt the free, automated permitting platform, SolarAPP+ or an equivalent. 

Residential rooftop solar and battery storage projects approved through SolarAPP+ are installed and inspected faster, with a lower likelihood of inspection failure compared to traditional permitting methods. This efficiency translates to significant time savings and improved quality. 

“Putting solar panels on your roof should be as quick, affordable and hassle-free as possible,” said Johanna Neumann, Senior Director of the Campaign for 100% Renewable Energy for Environment Maryland. “This is a key step to helping the Old Line State harness its rooftop solar potential.” 

According to Rooftop Solar on the Rise, Maryland ranked 11th in the nation for small-scale solar generation in 2022. 

The legislation now heads to Governor Moore for his signature.
