This model ordinance was designed to help local municipalities transition away from the use of gas-powered leaf blowers.

To better assist local leaders and activists in passing legislation tackling air and climate pollution, PennEnvironment has developed a model ordinance based on best practices from around the country.

This model includes a ban on the use of gas-powered leaf blowers, coupled with seasonal restrictions on all motorized leaf blowers. This is the most effective way to not just reduce harmful fossil fuel pollution, but to promote cleaner air during seasons of high air pollution.
